1.If an alien taxpayer cannot collect the refund check in person, he or she will need to fill out a proxy statement to appoint an agent to do it. The taxpayer? signature must be the same as the one on passport, and one copy of the page in the taxpayer passport bearing his or her signature should be attached for reference.

2.If the taxpayer does not request for writing a cross check, the check will be marked "account payee only" on it and only taxpayer could cash the money.
